In 2029, the world is fully computerized, much of the planet's population is made up of individuals who have cybernetic systems or are full robots, and the various nations are still struggling with each other. 
The cyborg Motoko Kusanagi (member of the ninth police section) intends to spy on a foreign diplomat engaged in an attempt to hire an engineer to remedy Project 2501 bug.
